I figured it might be a loose fuse or one on its way out, but after close inspection I found no faulty fuses. I put my ear right up to the panel to isolate the sound and I found it to be coming from the "RL8" spot, (which isn't actually a fuse or a relay it's just a couple slits in the plastic) by covering the plastic slits with my finger and found the noise level to decrease when I did so. The sound could be coming from anywhere behind the fusebox itself with the sound just coming out the few slits too, but I have no way of knowing.
Although I never noticed it before, I'm sure the noise has been present for at least a little while, so I wouldn't classify it as an emergency. I just want to make sure nothing bad is going to happen down the road. I would describe the noise as halfway between a clicking and a buzzing, too slow to be a buzz and too fast to be a click, if that helps.
On a side note.... If I can't hear the Ballast / Control unit's high-pitched buzzing from behind the non-working headlamp, does that mean it's the control unit that's the problem? Or does the buzzing stop if you have a bad bulb too? (Xenon lights)
Thanks a ton,
Kaelan

As for the sound from the fuse box - that is new to me. The only think I can think of that might make noise would be a relay so I would suspect a relay on the back side of the fuse box..... but that is only a guess....
