I couldn't get the link to work.

You should be able to get to the friction gear / water pump by removing the fender liner. 

I wonder if this shop understands the water pump is an 'on-demand' water pump where the pump is controlled by varying the friction wheel tension which is controlled by the computer.

If the shop is referring to the temp sensor in the metal elbow in the coolant line (which does tend to leak over time) - that elbow / sensor is obsolete and replaced with a new coolant line without the elbow/sensor. The temp data is taken from the new thermostat housing/sensor.

Definitely get a second opinion...

Maybe try contacting one of these clubs to see if they can recommend a shop near your?

I have a 2011 Mini issue.  I took it to a local shop because of a clanking noise when it started up and when it idles.  It doesn't do it when I drive it.  They indicated that because it was sitting during Covid that I needed a complete oil change with a restore kit and that would eventually stop the clanking.  Well after several weeks...it did not.  I took it back and told them that maybe they should check a belt issue.  Well this is what they came up with:  noise coming from friction gear off of the water pump. will need to remove front engine frame, core support and a/c condenser and lower engine to gain access to the gear. The water pump pulley and gear need to be replaced the drive belt tensioner is making noise because it is adjusted to the max setting-worn out. Need to replace belt and tensioner and there is a coolant leak coming from the coolant temperature sensor-replace sensor and flush cooling system.  Does anyone know a mechanic in the Northern VA area for a 2nd opinion because they want $3000.  Has anyone else run into this kind of problem?  Also want to know if I can drive it until I know exactly what is wrong?   Hopefully the link below works so you can hear the noise.
