Is this for Smiths cluster or Nippon? Mine's a '94 Rover Mini with Nippon gauges and internal voltage stabilizer.

Yes. It's actually the only 2-clock circuit board still available. Our catalog shows it was used on all 2-clock cars until at least 1994 (in the Mini 35, Sprite, and British Open models and all 998cc base model Minis after 1988).
