Question:
Tightened con rod cap bolts as per spec to 5, 15nm then 130 degrees and now unable to rotate crank. Having torqued to plus 130 degrees I assume I am unable to loosen. Part number was G2NME8212-01 Suggestion welcome or do I need to buy new bolts ?
Answer:
There are mixed opinions on re-using new bolts. Some engineers say the bolts will return to original length when removed, other say they need to be replaced.

MINI factory says the bolts need to be replaced when r&r the engine.  And be sure to check the rod bearing clearance prior to assembly.
