BMW/MINI SPECIFIES THE USE OF NEW HEAD BOLTS when installing a new or upgraded cylinder head because these are 'stretch' bolts and are not 're-usable'.

Torque specs:

Stage 1.  40 Nm (30 ft-lbs.)
Stage 2.  Rotate 90 degrees

Follow standard bolt tightening sequence, criss-cross from the center out.
