If the starter gears and spring look fine, but the motor won't spin even on a good battery, it could be the brushes. For just a few dollars, you can get a few more years of service by replacing these brushes. If your starter motor has wedge shaped brushes or is a Lucas type 25149 (without an inspection band) then these are the brushes for your inertia starter.
