I have a set of 5 x 10" Contessa mag wheels. The ID front for centre cap is 62mm and the rear entry push through is 63mm. Will the Weller 63mm caps fit?

All the caps go by size so it seems like it will fit.
I can't guarantee it. How did you measure? With calipers? You'd want a really precise measurement but I would say that a 1mm is far too much of a difference (.039") for an interference fit.
Any custom wheel and tire place should have a center cap to fit, however.

These caps are 62mm snap on type. Might be a better choice:
