This hardware will safely secure the spare tire so it doesn't shake and rattle.
If you have the Cooper S CLUBMAN, you will need to remove the 'styrofoam' tray in order to store the spare. You will need to remove the top loading surface (the one that folds to get to the hidden compartment area). To do that you need to pull it towards you (while it is folded), then pull up to get it off. After that remove the hidden compartment covering the tire well. Next you can get the foam inserts out easily.
