“City” factory flare kit includes all four wheel arches and two body strips. These black plastic flares were fitted as factory standard after Oct. 1984. The matt finish flares are accented by the exposed screws and the black plastic strip that connects them front to rear.
Replacement flares can be ordered individually. Search Products for part GAW117. The seam strip between the flares (included with the kit) can be order separately, too, under part FLARE001 if a replacement is needed. Mounting screws are included.

Answer:
You could paint them but they're not really intended for paint. I believe they have a bit of texture to them but you could certainly paint if you want to prep the surface first - might take some work.
