- If you have your damaged antenna rod, take a look at the bottom of the stud to help identify the stud size. The M6 Stud has a recess on the end that is filled with Blue paint. The M5 stud does not have a recess or paint.

You should be able to re-use the existing bracket / holder.
You 'can' use the less expensive standard base if you currently don't use and don't plan to use the MINI navigation or satellite radio options. The only difference will be some extra cable that don't get connected, and the footprint is slightly smaller.
MINI frequently installed the satellite / nav base on car without these options and called it 'satellite prep' so the feature can be added at a later date without having to replace the base.

Your MINI was probably built with the ‘satellite / navigation prep' option where the car was prepped so the satellite or navigation options can be added at a future date.
To answer your question, yes you can use the standard antenna base. If you do, there will be a few cables that will remain unconnected and the footprint of the base will be slightly smaller than the satellite / navigation base. You can re-use the same installation hardware so you should be all set.
